<br />. <br /> <br />. <br /> <br />-6- <br /> <br />Comparison of the records of historic transmountain diversions with con- <br />current records of stream now over the 1915-1949 period shows that such a <br />situation might be expected to occur in not more than 10 years or the period. <br />Crop damages would probably occur if these base flows continued for a longer <br />period than two weeks prior to July 25. It appears from the r~c9f~s that sub- <br />nonnal runoff which would cause such a condition might be expected in 3 or 4 <br />years of such a 35 year period. Crop dana.ges which might oc.cur in those years <br />could be compensated for by benefits which would accrue to the meadowland users <br />in years of good water supply should diversion rates in exceSs of those pres- <br />ently allowable result from negotiations with the State of Wyoming, in the <br />event that an intrastate agreement is first consUmmated. <br />With respect to the exporters of water from the baSin, the maintenance <br />of such base flows in the river might be expected to interfere with their <br />ability to make diversions at such times and places as might be the most de- <br />sirable for their purposes. In this connection it was assumed that except for <br />the years of competitive diversion) 1939, 1940 and 1941, the historic exports <br />would reflect the operation practices suitable to the needs of the e~orters <br />throughout the 35 year period. <br />The daily flows at the Glendevey gage were examined and calculations made <br />of the amounts of curtailment of historic export diversions which would have <br />resulted from the maintenance of a flow' prior to July 25 of each year of 30 <br />second feet at that point. It was found that curtailment would have resulted <br />from the maintenance of the base florT in 9 years of the 1915-l949 period, as <br />follows: <br />
