Another theory was based upon the idea that <br /> <br />the exporters should have a prior right during all periods except that from <br />June 25 to July 20, during which period the meadowlanders would have the <br /> <br />prior right. This proved unfair to the exporters. After much trial and <br /> <br />error it was found that the plan which seemed to impose the least inter- <br /> <br />ference on all Colorado rights and to give the greatest assurance of a <br /> <br />water supply to such rights is based upon the following principle: <br /> <br />. .' .:. : <br /> <br />Those who divert water in Colorado from the Laramie River <br /> <br />and its tributaries for use in Colorado outside of the natural <br /> <br />basin of the Laramie River and its tributaries may divert and <br /> <br />export a maximum of 19,875 acre feet annually and may make such <br /> <br />diversions and erPortations at any time except that <br />(a) Such diversions must not reduce the now of <br />the Laramie River, prior to July 25 of any year, be- <br /> <br />low a minimum of 5 cubic feet of YTater per second of <br /> <br />time at the point immediately below the place of di- <br /> <br />version for the Laramie-Poudre Tunnel; and <br /> <br />(b) Such diversions must not reduce the flow of <br /> <br />the Laranie River at the Glendevey gaging station, as <br /> <br />now located, prior to July 25 of any year, below a <br /> <br />minimum of 30 cuQic feet of water per second of time. <br />There follows an analysis of the effects of such operational procedure <br /> <br />under historic conditions.
