I would suggest the <br />following standards: <br /> <br />o newly established firm having completed no major projects <br />1 - several firms working together without established record <br />or coordination <br />2 - firm has only one really strong person in it <br />3 firm is fairly well established, and some overlap in areas <br />of expertise <br />4 - inbetween 3 and 5 <br />5 established firm with outstanding reputation, and redundancy <br />of expertise in all areas of study <br /> <br />
