MINUTES OF A REGULAR MEETING OF THE BOARD OF DIl2ECTORS <br />OF THE PAMPA-WHITE ROUNDTABLE <br />HELD IN MEEKER, COLORADO ON <br />JANUARY 16, 2008 <br />Chairman Tom Sharp called the meeting to order. Introductions were made. Minutes for <br />October 17, 2007 were approved. There was no IBCC report. <br />SB179 GRANT REPORTS <br />A report was made on the energy water needs assessment. The first phase of the study has been <br />awarded which focuses on information gathering. The study will include an evaluation of the <br />development of energy related seiuor conditional rights. The study will also include <br />consideration of secondary impacts on water demand from increased population resulting from <br />energy development. This will include the impacts of coal, oil and gas, and uraiuum <br />development. This joint study includes the White, Yampa and Colorado Basins. The study will <br />also consider the use of ground water from energy development. There was discussion regarding <br />the direct and indirect water demands resulting from oil shale development. <br />The agricultural water needs assessment will before the CWCB for consideration in January. <br />There was discussion for the need to coordinate studies and not duplicate data collection. There <br />was discussion on the need to study return flow patterns in the Yampa Basin. <br />The Morrison Creels study was briefly discussed. The reservoir site has been core drilled for the <br />dam site study. <br />The application to the CWCB for the Yampa water quality study was discussed. The CWCB <br />staff has raised an issue regarding the relationship of this request to actual water demand and <br />development. <br />Jeff Blakesley reported on the non-consumptive use of work group which is a Statewide project. <br />He asked whether the Roundtable would be willing to use the Yampa as the pilot project (basin <br />for this first study). Concern was expressed regarding control of the process on the Yampa by <br />persons outside the Yampa Basin. After considerable discussion, it was moved to agree to be the <br />pilot (basin) project subject to final Roundtable approval of the attributes to be studied in the <br />project. This motion passed unanimously. <br />PRESENTATIONS <br />Oak Creek and Yampa Water Supply Study. Bob Weiss said that this proposal is in process. <br />There was no presentation on Stillwater Reservoir. <br />A proposal was made to study non-tributary ground water. After discussion, it was agreed by <br />consensus that State funds should be used for this study rather than Roundtable funds. <br />
