e

e

e

,........-

INTRODUCTION

The Model Land and Irrigation Company is owned by municipal
and agricultural interests. The City of Trinidad owns the majority
municipal interest in the company and John T. Oxley owns most or the
rema i n i ng agr i cu 1 tura I interest.
Because of basic differences in objectives between the municipal
and agricultural interests and conflicts that have arisen in the past,
it is desired to separate the municipal and agricultural interests in
the Model Land and Irrigation Company. In order to separate the
interests, it is necessary to evaluate the water resources associated
with the company and to evaluate how these water resources have been
and can be util ized in the overall Purgatoire River System.
The purpose of this report is to evaluate the water resources
associated with the Model Land and Irrigation Company (hereafter
referred to as MLI). I nc I uded in the report is an ana I ys is of how
these water resources have been used in the ?ast and how they may be
util ized in the future in the Purgatoire River System. An appraisal
is included of the water rights owned by MLI.

-
