Included <br />in this area are the San Rafael Mountains which drain into both the Santa <br />Ynez and Sisquoc rivers, the Sierra Nadre Nountains which drain into both <br />the Sisquoc and Cuyama Rivers, and the Caliente Range which also con- <br />tributes runoff to the Cuyama River and ultimately Twitchell Reservoir. <br /> <br />2.1 Aerial Seeding Plan <br />In the aerial seeding mode the NAWC meteorologist would be located at <br />the Vandenberg radar site during stoms. He would be supported by addi- <br />tional NAh'C persOJUlel located in the NAWC forecast laboratory where com- <br />plete monitoring of storms is done through analysis of weather data <br />received via teletype and facsimile and telemetered raingage data from <br />several raingages located within Santa Barbara and San Luis Obispo <br />COWlties. <br /> <br />The seeding potential of individual stonns varies greatly. Large <br />increases can be obtained from some stoms, while seeding other stoms <br />will have little effect or even produce decreases. The atmospheric con- <br />ditions which produce these changes in seeding potential are well known <br />and predictable as a result of NAWC's past research. It is therefore <br />possible to seed only those bands which will produce increases and leave <br />the bands not suitable for treatment unseeded. From the Vandenberg radar <br />site the NAWC meteorologist is able to observe the approach of the stonn <br />on radar, select those portions of the stoms which are most amenable to <br />seeding and utilize the radar and aircraft guidance facilities of Vanden- <br />berg to position the seeding aircraft correctly. This is the operating <br />procedure that was stlccessful1y utilized during the second phase of the <br />Santa Barbara Research Program. <br /> <br />A nvin Commanche aircraft, suitably equipped to dispense silver <br />iodide from two seeding tanks was acquired and. became available on Jamlary <br />6, 1978. At this time, however, aerial operations were not approved since <br />final authority to operate under the guidance of the Air Force surveil- <br />lance radar at Vandenberg had not been granted.
