<br />, r--- <br /> <br />\. <br /> <br />", <br /> <br />In the present operational program, the seeding of convection bands <br />by both the ground based and aerial seeding modes \Vas proposed with <br />aerial seeding intended to be the primary seeding mode since effects <br />from aerial seeding are more wide spread over the county. Figure I con- <br />tains a map of Santa Barbara County and the adjacent areas to the north <br />and east. Plotted on the figure as a dashed line is the approx1mate <br />primary target area that would be affected by aerial seeding immediately <br />adjacent to the west coast of the county (approximately from west of <br />Santa r~ria to west of Lompoc). 1rhis area includes about the western two- <br />thirds of Santa Barbara County and the extreme southern part of San Luis <br />Obispo County. The region within the dotted line that extends to the <br />north, east and southeast of the primary target is the extended area of <br />effect (downwind area). Research has suggested that precipitation <br />within the "downwind" area may be affected as strongly as in the primary <br />target area. <br /> <br />The plan was to utilize aerial seeding in the majority of the storns <br />and to utilize a back-up ground site on those few occasions when the air- <br />space west of Vandenberg Air Force Base was unavailable or when it was <br />judged that the intensity of the stonn might produce precipitation heavy <br />enough to cause flooding problems in the populated areas of the county. <br />The area immediately north and east of Santa Barbara was of particular <br />concern because of the Sycamore Canyon fire that ravaged that region in <br />July of 197'1. In order to insure that the Sycamore Canyon area was not <br />adversely affected, the ground seedin.g site was moved from the Refugio <br />Pass area across the Santa Ynez Valley to the Figueroa Y'.ountain Guard <br />Station area. This is about 13 miles north of the site that was utilized <br />in the research project and assured that the area of seeding effect would <br />be well to the north and east of the populated areas. Figure 2 shows <br />the ground seeding site (indicated by a star), the primary seeding target <br />area (indicated by the dashed line), and the "down\vind" area of effect <br />(the dotted line).
