need for a more comprehensive national ecological

benchmark is becoming apparent, not only for weather

modification effects. Coordination with comprehensive

studies being undertaken by others is therefore necessary

and would be an important part of the environmental

study objectives.

~

~

Safeguard criteria would be developed for suspending
seeding operations during periods of possible ecological
stress or public hazard and would be followed. Specific
situations to be studied for suspension of seeding would
include:

1. High flood potential or ecological stress periods

due to above normal snowpack or unusual weather

conditions.

2. High avalanche danger in unprotected hazard
areas.

3. Especially severe or pot~ntia11y damaging storms
such as ice producing storms.

~

e

34
