<br />(b) Evaluation Designs. - Increased emphasis on <br />understanding of the cloud physics changes as a <br />storm progresses and detailed evaluation of precipi- <br />tation effects in 3- or 6-hour periods is an alterna- <br />tive or complementary evaluation approach within <br />the demonstration project. These, along with <br />thorough study of different randomization and <br />crossover experimental designs will be made in <br />developing the detailed project plan. The proposed <br />imbedded engineering development effort could <br />furnish the necessary field support for implementing <br />a variety of evaluation designs that could meet <br />the objectives specified in Part I. <br /> <br />~ <br /> <br />~ <br /> <br />(c) Decentralize Control. - An alternative to a <br />centralized project control directly operating <br />.four or five subtarget areas using objective <br />criteria is having an essentially separate project <br />for each subtarget area with overall direction <br />and data sharing. This more costly alternative <br />favors becoming more familiar with unique local <br />weather aspects and more immediate involvement <br />with local groups. The more physical evaluation <br />and accompanying research are emphasized, the <br />more this alternative should be considered. <br /> <br />~ <br /> <br />30 <br />
