~

We encourage reading and discussion of this proposal for a

demonstration project of water augmentation by cloud seeding

.

in the Colorado River Basin. The preliminary plan outlined

should not be considered a final or detailed design. Because

this program addresses a major question in a critical water

area, comments, suggestions, and criticism will be appreciated

and direct cooperation is solicited for developing a project

plan.

Before final commitments are made to install equipment and

begin cloud seeding, the results of the Colorado River Basin

Pilot Project will have been thoroughly reviewed, an environ-

mental impact statement filed, and local and state coordination

developed. Although final initiation decisions are scheduled

for 1976, with seeding beginning in 1977, the number and

complexity of the problems to be faced require early attention

of those concerned.

.

~~~
Archie M. Kahan, Chief
Division of Atmospheric Water
Resources Management
~
