STATE AND REGIONAL COORDINATION <br /> <br />* * * * * * * * * * * * * * * * * * * * * * * * * * * * <br /> <br />~ <br /> <br />Throughout the Nation a strong state role in the regulation <br /> <br />and application of weather modification is appearing. <br /> <br />... <br /> <br />Comprehensive state legislation and assignment of <br /> <br />specific responsibilities to state agencies have taken <br /> <br />place or are underway in most of the Western States. <br /> <br />With these state advances, and with this Administration's <br /> <br />policy of limiting the role of the Federal Government <br /> <br />to services that could not be efficiently provided by <br /> <br />other groups, the primary role in operational application <br /> <br />is generally envisioned for state and regional agencies. <br /> <br />The Department of the Interior sees the present Federal <br /> <br />role as helping to resolve the gaps in understanding <br /> <br />seeding dynamics; investigation of the effects of <br /> <br />large-scale, long-term cloud seeding; and producing <br /> <br />through research definitive answers to the remaining <br /> <br />environmental, legal, and economic questions 1/. <br /> <br />It is the intention of the Bureau of Reclamation to <br /> <br />plan and conduct the proposed demonstration with full <br /> <br />local and state cooperation.
