<br />D R AFT <br /> <br />This plan proposes a comprehensive program framework encompassi'ng four <br />broad phases (note figure 2) with reviews and separate decisions <br />between each: <br /> <br />" <br /> <br />1. Planning Phase <br />2. Confirmatory Phase <br />3. Demonstration Phase <br />4. Operational Phase <br /> <br />The first three phases are essentially research and confirmatory in <br />nature. The Planning Phase was initiated with congressional funding <br />in fiscal years 1978 and 1979 and should be completed, with detailed <br />designs, by 1983. Planning to date has included many public discus- <br />sions leading to this conceptual plan and the winter exploratory <br />field and other studies in 1978 and 1979. The proposed Confirmatory <br />Phase includes a confirmatory experiment and associated research of <br />cloud seeding impacts and issues. Results and experiences from other <br />research projects, especially the Bureau's Sierra Cooperative Pilot <br />Project in California and Nevada, will provide substantial input to <br />the confirmatory experiment designs. These first two phases will be <br />further described in further detail later in this plan. <br /> <br />. <br /> <br />The Demonstration Phase, a broad-scale water production test, could <br />'begin in the late 1980's and would be based on results of the confirma- <br />tory experiment, other research, and a series of basinwide preparatory <br /> <br />e <br /> <br />4 <br />
