In November 1968, WSSI (Western Scientific Services, Inc.) was
awarded a contract for the design, installation, and operation of an
extensive instrument and observation network for collection of
hydrometeorological data needed for evaluation of the CRBPP cloud
seeding research activity. Measurement networks were established
after a series of reconnaissance surveys in each of the hydrologic
basins included in the project area. Cooperative relationships were
established with the Forest Service, U.S. Department of Agriculture,
to evaluate potential data collection sites.

The contract objectives were:

(1) To design and procure meteorological instrumentation to
record the distribution and variation of precipitation, wind,
temperature, and other microphysical data.

(2) To conduct site investigations and install instrumentation at
the selected sites.

(3) To operate the data collection network from October 15 to
May 15 each winter season.

(4) To operate a portion of the data collection network from May 16
to October 14 to collect data to establish runoff characteristics of
selected watersheds in the San Juan Mountains.

(5) To reduce and process the collected data into computer-
compatible formats under established data quality check procedures.

(6) To prepare annual comprehensive meteorological data sets
containing the processed data collected from the project network
and other sources, and produce finalized data sets consisting of a
written summary report, magnetic data tapes, and computer print-
outs of the tapes.
