APPLIED ATMOSPHERIC RESOURCES RESEARCH PROGRAM STRUCTURE <br /> <br />2.1 Project Management <br /> <br />The management oftre RTG (Royal Thai Govemment) contributions to the AARRP, as well <br />as the equipment fumished by the U.S., has been and continues to be performed by Thai <br />officials within the MOAC. The Director of the AARRP is the Permanent Secretary of the <br />MOAC. The Manager of the AARRP is the Director of the BRRAA (formerly the Director of <br />the RRRDI). <br /> <br />Overall responsibility for AARRP oversight and planning is provided by a Steering Committee <br />that includes representatives from other agencies. The Chairman of the AARRP Steering <br />Committee is the MOAC Permanent Secretary, who is also the Chairman of the ATT <br />(Agriculture Technology Transfer) Executive Committee. Other members of the Steering <br />Committee include the Director of MOAC's Projects Division, the Director ofthe BRRAA' and <br />representatives from. the Agricultural Aviation Section of the BRRAA, the Bureau of the <br />Budget, the DTEC (Department of Technical and Economic Cooperation), and USAID <br />Thailand. The AARRP Steering Committee met on an irregular basis, mainly to resolve <br />major problems in the implementation of the AARRP. Figure 2.1 summarizes the executive <br />management and organizational structure of the AARRP as of late 1993. <br /> <br />Scientific guidance needed for decisionmaking was provided to the management of AARRP <br />by Reclamation's scientific advisor, who resided in Bangkok as an RSA (Resident Scientific <br />Advisor) during the period October 1988 through September 1990. During this period, the <br />RSA issued AARRP status reports on a monthly basis to document progress and raise issues <br />for resolution by AARRP management. An AARRP PCWG (Project Coordinator Working <br />Group) met on a regular basis to resolve issues within the scope of RRRDI's jurisdiction. The <br />PCWG consisted of the following RRRDI personnel: <br /> <br />Khun Saneh Warit, AARRP Project Manager <br />Khun Sukanya Sakaew, Chairman and Coordinator of Research <br />Khun Song Klingpratoom, Secretarial Staff <br />Khun Kwanchai Tawamongkol, Coordinator of General Administration <br />Khun Prasert Kosalyawit, Coordinator of Project Administration <br />Khun Ratana Ratanamalaya, Coordinator of Technical Operations <br /> <br />2.2 Project Personnel <br /> <br />The organization of the Royal Rainmaking Section of the BRRAA (formerly and still known <br />as the RRRDI) is a matrix structure; consequently, the AARRP has been made up of people <br />and support from all four of the divisions shown under the Royal Rainmaking Section on <br />figure 2.1. Figure 2.2 lists RRRDI personnel who were working on the AARRP during the <br />1993 field season. Some of these individuals are listed more than once on figure 2.2 because <br />they had responsibilities for more than one project task. <br /> <br />2.3 Technical Studies <br /> <br />In 1990, the AARRP Steering Committee appointed a Technical Subcommittee to oversee the <br />research and evaluation aspects of the project. This subcommittee formed a Technical <br />Working Group to begin work on the AARRP hydrometeorological and seeding design studies. <br /> <br />5 <br />
