<br />- T- <br /> <br />e <br /> <br />CHAPTER 3 <br />OPE:RATIONAL PLAN <br /> <br />The Pilot Project's operational target area contains 1300 <br />square miles and consists of sub-areas 1 and 2 (see Figure 2-1). The <br />cloud nuclei generating sites, which are also indicated in Figure 2-1 <br />are typically 10 to 30 miles southwest of the target area. <br /> <br />e <br /> <br />3. 1 SEEDING RANDOMIZATION SCHEME <br />The random "seed/no seed" decisions for the pilot project <br />are listed in a special file of the computer sharing services computer. <br />Through use of the time share computer terminal, a decision may be <br />obtained by calling for program DURAN. A statement of forecast <br />conditions for the target area and the expected modification potential <br />of the cloud systems is filed in the computer. Then, following a RUN <br />command, the computer will print the decision's number, the YES <br />SEED or DON'T SEED response along with the date and time the pro- <br />gram is executed. Followin€~ the access of a decision, the next <br />decision is immediately made available for access by the computer <br />and will remain available until eventually accessed. <br /> <br />Should a random d,ecision be requ ired and should the program <br />DURAN fail to respond during" the hours between 7 :30 a. m. and 4 p. m. , <br />Monday through Friday, a decision may be obtained by telephone from <br />the Division of Atmospheric 'Water Resources Management. If, outside <br />of the above hours, the program DURAN fails to run, an emergency <br />will be declared and the random decision will be obtained by flipping <br />a coin - heads, YES SEED, and tails, DON'T SEED. Then, a verbal <br />report (by telephone) will be made to the Division of Atmospheric Water <br />Resources Management at th4~ earliest possible time during the above <br />listed working hours, and within 48 hours, a detailed letter report of <br />the circumstances will be submitted to the Contracting Officer. <br /> <br />e <br /> <br />An emergency decision will be so shown on the records. The <br />next regular random decision from the program DURAN will be used for <br />the next experimental day. <br /> <br />3-1 <br />
