~

.

e

e

VI. Support from Basin States

There has been unanimous support from water user interests within the Colorado
River Basin for completing a demonstration program and reaching a decision point
on a basinwide operational program. The Pacific Southwest Inter-Agency Committee
which includes all of the Basin states and the Upper Colorado River Commission,
has made strong recommendations in support of a confirmatory program.

Numerous letters from the individual Basin states have urged that the work be
accelerated to meet projected shortages. Within the past three months, letters
have been received with the following comments:

~

"I would like to again reiterate the State of Utah's support for the
Colorado River Augmentation Program which utilizes the weather modi-
fication technology and urge the Bureau to move ahead as soon as
possible with an accelerated program for large scale confirmatory
tests of cloud seeding for precipitation enhancement in the Colorado
River Basin." Scott M. Matheson, Governor of Utah.

". . .expeditious funding of the Colorado River Weather Modification
Demonstration Program is needed since, even with an accelerated program.
it will require several years before this possibility could be demon-
strated, and several years thereafter before an operational program
could be designed, installed, and functioning." Myron B. Holburt,
Chief Engineer, Colorado River Board of California.

"We wish to add Nevada's voice to the voices of other water deficient
Western States in encouraging Secretary Watt to act affirmatively
on the proposals your agency has advanced for expeditious funding
of the Colorado River Weather Modification Demonstration Program."
Duane R. Sudweeks, Director, Colorado River Commission of Nevada.

". . .the Department of Water Resources joins other western states
in strongly supporting initiation and funding of the Colorado River
Weather Modification Demonstration Program. Please advise us of any
assistance we can lend to your efforts to accelerate this important
program" Wesley E. Steiner, Director, Arizona Department of Water
Resources.

"This letter is written to express the support of the State of
Colorado for the accelerated Colorado River Augmentation Demonstration
Project under current consideration by the Department of Interior.--
The proposed Bureau of Reclamation Project holds key answers for
future use of the technology in the west and for its regulation in
Colorado." D. Monte Pascoe, Executive Director, Colorado Department
of Natural Resources.

A formal process of coordination and involvement was initiated with the Governors
of the seven Basin States in 1975. Planning meetings attended by representatives
from the Basin states and other Federal agencies and special interest groups have
been held periodically in subsequent years. A meeting was held on December 11,
1981 at Las Vegas, Nevada to coincide with the Colorado River Water Users
Association meeting. At the meeting the State representatives expressed
unanimous support for accelerating the Colorado River Augmentation Demonstration

-8-
