....

e

e

.;.......

Agreement Number 2-AB-30-001110

Development of a Program Plan for a
Precipitation Management Demonstration Activity

July 18 through August 15, 1992

The primary effort during this reporting period was the initiation of Task 3 -
Environmental Compliance. Meetings were held with members of the staff from
the Technical Services and General Sciences Divisions of ACRM (Assistant
Commissioner - Resources Management) organization. The purpose of these
meetings was to describe progress of work on the agreement and identify
appropriate personnel to participate in this task. A three-person team was
established to identify and describe the actions/activities, time schedules, and costs
required to meet National Environmental Policy Act compliance for the proposed
precipitation management demonstration activity. The team consists of Ms. Sally
Sundberg, Environmental Protection Specialist from the Investigations and
Oversight Branch; Mr. Larry White, Wildlife Biologist from the Ecology Branch;
and Mr. Val Rohde, Senior Social Analyst from the Public Involvement and Social
Analysis Branch. Their major work effort has been to review the results of past
weather modification environmental studies.

Progress continued on the demonstration program design. This work consisted of
processing 1983 and 1985 Grand Mesa microwave radiometer observations of
supercooled liquid water, plus wind and precipitation measurements, to provide
calculations of liquid flux on a per storm basis. These will be compared with
similar flux estimates published for the Tushar Mountains of Utah. This
comparison will be part of a broader meteorological comparison of the two
proposed experimental areas.

Cost Summary:

Reporting period
Administration
Task 1
Total

1.0 staff days
10.0 staff days
11.0 staff days

$ 618
5,511
$6,129

Total to Date
.
