<br />.-t ... <br /> <br />Part II - Little Snake River Water Management Project <br /> <br /> <br />Part I - Savery-Pot Hook Project <br /> <br />The Savery-Pot Hook Project was authorized for construction <br />September 2, 1964 (Public Law 88-568), as a participating project <br />under the Colorado River Storage project Act of April 11, 1956 <br />(Public Law 84-485). A Definite Plan Report was completed in <br />June 1971 and revised in 1912. Further revisions to the Definite <br />Plan Report and the Environmental Statement were made subse- <br />quently. In 1977, President Carter recommended deletion of funds <br />for project construction in FY 1978 and in addition to this, the <br />budget authority for FY 1977 was rescinded. He also recommeded <br />that the project be deauthorized, but this did not occur. <br /> <br />The original project included Savery Reservoir, an 18,600 <br />acre-foot (AF) reservoir on Savery Creek in Wyoming and Pot Hook <br />Reservoir (65,000 AF) on Slater Creek in Colorado and would <br />develop 63,600 AF annually. Several canals were ~oposed <br />including Two Bar, Deerlodge and Lily Canals which would divert <br />water for irrigation on the lower portion of the Little Snake <br />River near its confluence with the Yampa River. These canals <br />were expected to service about 3600 acres within Colorado. The <br />upper portion of the Little Snake would be serviced by Pot Hook, <br />willow Creek, Dolan Mesa, First Mesa, Wests ide Extension and <br />State Line Canals. The project would provide Colorado with <br />supplemental irrigation water for 3,370 acres and full service <br />irrigation water for 15,740 acres. <br /> <br />The Revised Savery-Pot Hook Project would involve Sandstone <br />Reservoir (16,600 AF) on Savery Creek and Pot Hook Reservoir <br />(60,000 AF) on Slater Creek. The project would develop 53,600 AF <br />of water with Colorado able to provide supplemental water for <br />3,640 acres and full service water for 7,820 acres. The lower <br />portion of the original project was deleted in this proposal. In <br />addition, the Wests ide Extension and the Willow Creek Lateral <br />were deleted from the upper portion of the project. The latest <br />proposal is shown on Map 1. <br /> <br />The Savery-Pot Hook Project was reanalyzed in a Bureau of <br />Reclamation document entitled "Potential Modifications in Eight <br />Proposed Western Colorado Projects for Future Energy <br />Development-Special Report" dated August 1980. The project plan <br />was modified to incorporate an industrial demand of 25,000 AF for <br />a powerplant in Wyoming, but it limited the amount of <br />supplemental irrigation water to 10,000 AF. Pot Hook Reservoir <br />was enlarged to 89,000 AF and included a 700 kilowatt <br />hydroelectric powerplant. This plan eliminated Sandstone <br />Reservoir and Dolan Mesa and Pot Hook Canals. The benefit/cost <br />ratio was estimated at 2.44:1. The modified plan is shown on <br />Map 2. <br /> <br />The 1979 Session of the Wyoming Legislature passed Enrolled <br />Act No's 49 and 58.
