The second enhanced condition, assuming maximized utilization of water <br />in the Lower Basin or alternative 3, will assume release of all the <br />enhanced flow, assumed as 1.4 maf to meet a Mexican obligation of <br />1.5 maf annually, plus an assumed annual conveyance loss of <br />300,000 acre-feet, totaling 1.8 maf, plus one-half of the resultant <br />deficiency of 400,000 acre-feet to result in an objective delivery at <br />the Compact Point of 9.1 maf when added to the assumed commitment of <br />7.5 maf for the Lower Basin States. <br /> <br />C. Surplus and Shortage Conditions <br /> <br />The currently assumed strategies for surplus and shortage will be utilized <br />for these planning studies. The shortage conditions endeavor to maintain <br />minimum power pool in Lake Mead and reflect the Operating Criteria pursuant <br />to Public Law 90-537. Surplus criteria are generally in effect when the <br />probability of flood control spills in the subsequent 2 years reaches <br />50 percent or more. <br /> <br />. -,. <br /> <br />
