WHEREAS, The report from this study is due to be delivered on March <br />1, 2007; and <br />WHEREAS, There remains a need for a review of the legal issues <br />encountered and resolved in other maj or Western metropolitan areas for the <br />proper administration and management of aquifers, conjunctive use, and <br />artificial recharge; now, therefore, <br />Be It Resolved by the House of Representatives of the Sixty-sixth <br />Gene~al Assembly of the State of Colorado, the Senate concurring herein: <br />1. That the Arkansas basin roundtable is encouraged to conduct a <br />review of the economic, legal, ecological, and technical feasibility of using <br />any underground storage sites in alluvial aquifers identified as being located <br />in division 1 or division 2, whether or not such aquifer is located wholly or <br />in part in any designated ground water basin, for the storage of water in <br />such alluvial aquifers. <br />2. That, in conducting the review, the Arkansas basin roundtable should <br />engage such consultants as it deems appropriate and consult with other <br />interbasin roundtables and the interbasin compact committee. In addition, <br />the Colorado water conservation board, the state engineer, the ground water <br />commission, the state geologist, and the attorney general, at their discretion <br />may notify the Arkansas basin roundtable that they wish to be included and <br />to participate in the conduct of the review. <br />3. That, to determine anybest practices that would be beneficial for use <br />in Colorado, the Arkansas basin roundtable is encouraged in performing the <br />review to consider similar water storage strategies used in, but not limited <br />to, the following regions: Phoenix, Arizona; Tucson, Arizona; Las ~egas, <br />Nevada; Los Angeles, California; and Orange County, California. <br />4. That, prior to the final completion of the review, the Arkansas basin <br />roundtable should submit the final draft of the review to the executive <br />director of the department of natural resources for a professional peer <br />review of the methodology, findings, conclusions, and recommendations of <br />PAGE 2-HOUSE JOINT RESOLUTION 07-1017 <br />
