CDIVI

Application for the Water Conservation Grant Program,
Town of Erie

1.3 Water Supplies

Erie's Water Supply portfolio consists of a variety of surface water supplies. This
includes reservoir, ditch, Colorado-Big Thompson (CBT), and Windy Gap water
rights with a total average year yield of 7/722 AFY. Table 1 shows Erie's current water
supply portfolio. These supplies provide an adequate amount of water to meet
current needs. However, additional water rights will be needed to meet future
demands.

Table 1 Erie's Existing Water Rights, November 2006

Average Dry Year
No. of Annual Average Annual Dry Year
Shares or Yield Annual Yield Annual
Water Right Name Units Owned (AF/share) Yield (AF) (AF/share) Yield (AF)
Transbasin Sources
CBT - Variable Quota 6,503 0.7 4,552 1 6,503
CBT - Fixed Quota 190 0.7 133 0.6 114
Subtotal CBT 6,693 n/a 4,685 n/a 6,617
Windy Gap Project 14 50 700 0 0
Subtotal 6,707 n/a 6,085 n/a 6,617
Reservoir Storage
Erie Reservoir 239 1.0 239 0.3 72
Prince Reservoir 80 1.0 80 0.3 24
Thomas Reservoir 148 1.0 148 0 0
Subtotal 467 n/a 467 n/a 96
Mutual Irrigation Company Ownership
Leyner Cottonwood Ditch 294 0.54 158 0.21 62
South Boulder Canyon 203 2.9 589 0 0
Ditch
Erie Coal Creek Ditch 83 4.9 407 0.56 46
and Res Co.
FRICO - Marshall Lake 4 4 16 0.5 2
Div.
Subtotal 584 n/a 1 ,170 n/a 110
Total 7,758 n/a 7,022 n/a 6,823

Erie is located in the northern area identified by the Statewide Water Supply Initiative
(SWSI), which comprises the northwest portion of the South Platte River Basin. SWSI
indicates that the northern area will need to meet an additional 18/400 AFY of water to
meet 2030 demands. There are a variety of regional projects that are currently
undergoing environmental review to bring supply supplies to the area.

In order to meet its needs, Erie is anticipating the acquisition of additional Windy Gap
shares and is also a participant in the Windy Gap Firming Project. This project could
firm Windy Gap supplies, enabling Erie to receive its full Windy Gap allotment
during dry years. Erie is also a participant in the Northern Integrated Water Supply
Plan (NISP) and has requested 5/000 AFY of firm yield. If needed, Erie could increase
its NISP request to 6/500 AFY. Erie also plans to purchase additional CBT shares, ditch
water rights, and further extend its supplies by using non-potable raw and reclaimed
water. Erie is currently in the process of developing non-potable, potable, and
wastewater master plans. Erie currently has one outstanding loan from the CWCB
and three from the Colorado Water Resources and Power Development Authority.

\\densvrOl \projects\9228 - erie\conservation plan\grant application\water conservation grant progralTI application final.doc

6
