The security for the loan will be
in compliance with CWCB Loan Policy #5.

SLRC requests the CWCB Staff recommendation that final approval of the loan
be conditioned upon all other standard contracting provisions of the CWCB,
including loan Policy #16 (Loan Service Charges).

G. Institutional Considerations

Table VI-8 presents a list of permits that may be required for the construction of this
project. These are considered routine for this type of construction and may be
obtained with little if any difficulty.

Table VI-8
Project Permits and Agreements

Re uirements
, Nationwide and/or Individual 404 Permit
. Benefits

Without this timely replacement of the 1 OO-year old railroad crossing culvert
structure, SLRC runs the risk of a potential failure of the structure, which could result
in the loss of ability to fill its storage reservoirs. Additionally, a collapse of the
existing structure could result in a major railroad safety issue. The potential loss of
this irrigation water would be disastrous to SLRC Stockholders. If this project were
not constructed, the potential for loss of an important asset would be worth many
times the cost of the construction work required to replace the railroad culvert.

34
