Hydraulic and Structural Design Criteria

The primary hydraulic design consideration for the outlet works rehabilitation would
include meeting SLRC flow requirements of 1,000 cfs with Lake Loveland 3-feet
below gage height 41 (full) and avoiding the creation of flood and property damage
downstream. Channel roughness, slope, losses, size and available head must be
considered. The design of the new pre-fabricated railroad bridge would be based on
BNSF Railroad design requirements, all bridges, drainage structures, retaining
walls, etc. shall be designed to carry Cooper E-80 live load with diesel impact.
Structures will be designed per American Railway Engineering and Maintenance
of Way Association (AREMA) Manual chapters 1, 7, 8, or 15 as applicable, and
designed by a licensed engineer. All structural plans will need to be reviewed and
approved by BNSF Engineering.
Structural design criteria involve the strength of the structural concrete and the
foundation properties of the structures. Structural concrete would have a 28-day
compressive strength of 4,000 PSI. A subsurface investigation program would verify
the foundation properties during the design phase. The subsurface investigation
would define foundation criteria as well as determine erosion resistance of the
channel.

c. Land and Right-of-Way Requirements

The SLRC would construct the selected alternative on right-of-way owned by the
stockholders of the company and on the property of BNSF Railroad per its 1905
agreement.

D. Project Implementation Schedule
Table VI-2 presents a potential schedule for this project.

E. Cost Estimates

Table VI-3 presents an estimate of the construction and construction services costs
associated with the selected alternatives for the project as well as the requested
loan amount from the CWCB. The financial program is presented in Section F. The

30
