Consultants, who performed this feasibility study. The
purpose of the study was to evaluate alternatives for rehabilitation of the Cucharas #5 Reservoir dam,
located east of Walsenburg. The reservoir has been under restriction by the State Engineer since the
1880's, due to problems of excessive seepage, embankment settlement, cracking of the upstream
slope concrete, and inadequate spillway size.

Keith said the Company terminated the study before it was completed, at a point when $11,400 of the
$19,000 total loan amount had been expended. This was done because all preliminary cost estimates
to repair the dam exceeded the Company's ability to pay, and because no grant funding could be
identified for the project.

As of this date (July 7,2003) the project to rehabilitate the Cucharas #5 Reservoir dam has never been
completed, and the reservoir remains under restriction by the State Engineer.
