Sherman
Executive Director

FROM:

Veva McCaig, Chief, Water Conservation & Drought Planning
Tammie Petrone, OWCDP Grants Coordinator

Dan McAuliffe
Acting CWCB Director

DATE: August 1,2007

SUBJECT: City of Lamar SB 07-008 Grant Request

Summary of Grant Aoolication

The Office of Water Conservation & Drought Planning section (OWCDP) received a Water
Conservation Planning grant application from the City of Lamar, an entity located in eastern
Prowers County east of Pueblo, Colorado. The City is a municipality that has a legal obligation
to supply, distribute, and provide water at retail rates to domestic, industrial, and public facility
customers. The City has a current retail water use of approximately 2,000 acre-feet/year, which
means it does meet the definition of a covered entity, under statute S37-60-126. Lamar's
population growth rate is at .7%, therefore by 2050 the County will need an additional 513 acre
feet of water, which they plan to meet through implementing water conservation measures that
they identify within their plan. The application is attached for your review.

The applicant is requesting $14,897 to aid in developing a Water Conservation Plan that meets
the requirements outlined in SB 07-008. The applicant has demonstrated their financial ability to
provide 25% of the project budget with matching funds in the form of $5,000 in-kind
contributions. Staff has reviewed and evaluated the grant application and has determined that the
proposal meets or exceeds the CWCB guidelines for reviewing grant proposals. Attached is the
internal checklist used to evaluate the application as well as the application evaluation criteria.

Recommendation:

The OWCDP staff recommends that Dan McAuliffe, Acting Director of the CWCB authorize
$14,897 to the City of Lamar for development of a Water Conservation Plan.

Attachments

Flood Protection.
