<br />Stratus Consulting <br /> <br />Private Nonprofit Water Systems in Colorado <br /> <br />For the state as a whole, we expect that the growth rate ofPNPWS systems will track with the <br />rate of population growth. The statewide population growth rate is expected to range from 1.3% <br />to 2% from 2005-2010 until 2030-2035 (Colorado DOLA, 2006). Counties where PNPWS <br />growth is actively discouraged appear to outnumber the counties that allow PNPWS growth. <br />However, PNPWSs will continue to proliferate in some counties. If we project the number of <br />PNPWS systems using population growth rate projections by county, we roughly estimate that <br />the number of community PNPWSs will grow from the current 174 to 187 by 2010 and 238 by <br />2020. <br /> <br />2.6 How Much Money Have Private Nonprofits Stated a Need for <br />in the Short-Term? <br /> <br />The 2007 project eligibility list for CDPHE's Drinking Water Grant Program for PNPWSs totals <br />$32.5 million. These cost estimates were gathered in June 2006. Table A.1 of the appendix <br />shows the funding list. To supplement this list, we surveyed a much smaller number of PNPWSs <br />about their 0 to 5 year funding needs as part of this study . We identified funding needs in 10 of <br />the 13 community PNPWSs we interviewed. Needs from these systems totaled $7.3 million. <br />Table A.2 in the appendix shows the funding needs from this survey. Estimates from both <br />surveys are rough estimations of approximate project costs, and should be considered accurate <br />for establishing the magnitude of funding need but not precise enough for estimating ultimate <br />project funding amounts that will be required. More detailed cost estimates would be required to <br />secure a loan agreement. After subtracting the overlap between the two lists and adjusting 2006 <br />estimates to 2007 dollars using an index of materials and labor costs from the Engineering News <br />Record, total funding needs for PNPWSs contacted totals approximately $40 million. <br /> <br />2.7 How Do Private Nonprofits in Colorado Rank Their Long- <br />Term Funding Needs by Water System Function? <br /> <br />We asked community PNPWSs to qualitatively assess their long-term (6 to 20 years) funding <br />needs. We asked them to rank their needs in each of four categories of water system function- <br />supply, treatment, treated water storage, and distribution. We explained that the supply category <br />includes purchasing water rights, adding groundwater wells or surface water intakes, or adding <br />raw water storage (before treatment). We also included an "Other" category, but each project <br />mentioned by a system for the "Other" category was discovered to fit into one of the four earlier <br />identified categories upon further discussion with the system representative. The ranking was <br />made on a 1 to 5 scale, with 1 indicating very little or no long-term need and 5 indicating the <br />highest level of long-term need in terms of certainty and size of project. <br /> <br />Page 2-9 <br />SCl1l99 <br /> <br />
