This resulted in higher May SWSI values and lower June SWSI values. By the latter part of June post~runoff stream administration was typically in effect over most of the state with the more junior water rights being curtailed. Reports from the Rio Grande, San Juan/Dolores, and Yampa/White basins all contain reference to dry conditions " and a desire for summer rains, with the YampalWhite basin being especially dry. Early reservoir use was reported .in the. Rio Grande and Gunnison River basins. The Surface Water Supply Index (SWSI) developed by this office and the U.S.D.A. Natural' Resources ',;. Conservation Service is used as an indicator of mountain-based water supply conditions in the major river basins. of the ' state. It is based on stream flow, reservoir storage, and precipitation for the summer" period (May throu~h OCtober). During the summer period, stream flow is the primary component in all basins except the South Platte basin where reservoir storage is given the most weight. The following SWSI values were computed for each of the seven major basins for July 1,2001, and reflect the conditions during the month of June.
