This <br />resulted in higher May SWSI values and lower June SWSI values. By the latter part of June post~runoff stream <br />administration was typically in effect over most of the state with the more junior water rights being curtailed. <br /> <br />Reports from the Rio Grande, San Juan/Dolores, and Yampa/White basins all contain reference to dry conditions " <br />and a desire for summer rains, with the YampalWhite basin being especially dry. Early reservoir use was reported .in the. <br />Rio Grande and Gunnison River basins. <br /> <br />The Surface Water Supply Index (SWSI) developed by this office and the U.S.D.A. Natural' Resources ',;. <br />Conservation Service is used as an indicator of mountain-based water supply conditions in the major river basins. of the ' <br />state. It is based on stream flow, reservoir storage, and precipitation for the summer" period (May throu~h OCtober). <br />During the summer period, stream flow is the primary component in all basins except the South Platte basin where <br />reservoir storage is given the most weight.
