22. Attorney General's Report, Legal Briefing and Executive Session

Action: A motion was made by Barbara Biggs and seconded by Keith Catlin to go into
Executive Session. The motion was approved unanimously (10-0).
Executive Session Items
Action: Based upon the recommendation from Casey Shpall, Deputy Attorney General,
the discussion of Agenda Items 22a, b, and c were not recorded pursuant to C.R.S.
section 24-6-402(2)(d.5)(I)(B) because those portions of the Executive Session
constituted privileged attorney-client communications.

Action: A motion was made by Geoff Blakeslee and seconded by Eric Wilkinson to end
Executive Session. Hams Sherman was not available for this motion. The
motion was approved unanimously (9-0).

Action: Casey Shpall, Deputy Attorney General, reported that Agenda items 22a, b, and c
were discussed in Executive Session and were limited to litigation strategies.
24. Office of Water Conservation & Drought Planning Section -Presentation on the 2007
', Drought and Water Supply Assessment
Action: This Agenda Item was withdrawn due to lack of time. CWCB Staff will present this item
at the March 2008 Board meeting.
25. Office of Water Conservation and Drought Planning Section -Town of Castle Rork -Synthetic
Turf Project

Action: A motion was made by Barbara Biggs and seconded by Geoff Blakeslee to approve staff
recommendation that the Board award a Water Efficiency Grant in the amount of $20,000
to Castle Rock to aid in achieving their outdoor irrigation water conservation goal.:ln
addition, the OWCDP strongly encourages Castle Rock begin to implement the water
conservation measures, which were ranked high priority within their Water Conservation
Plan. Both a potential water savings analysis and a cost benefit analysis were performed
on these selected measures. Hams Sherman and Eric Wilkinson were not present for this
motion. The motion was appraved unanimously (8-0).
