The snow pack resulted in approximately 8,660 acre-feet of Project <br />\\ate, imports. \\hich \\ere about 30.000 acre-feet less than originally estimated. The District added about 2,200 <br />acre-reet of Enterprise-O\\ ned Project v.ater to pro\ ice onlv 10.864 acre-feet for the 2002-2003 Project water <br />allocation. The ri,st \ear that the municipai entities requested their full fifty-one percent (51 'Yo) or the Project water <br />a!:ocatior. \'oas in ~002. n~e 2002 allocation oi 10.864 acre-feet \yas drastically less than the 76,700 acre-feet of <br />Project \\ater allocated i'l 2001. and paled in comparison to the 156,000 acre-feet allocated in 2000. <br /> <br />Winter Water Storage Program <br />The 2002-2003 Winter \ Vater Storage P'ograrn could not be ciassified as a success when compared to previous <br />vears. The total prograr stored 7 4,775 aee-fee~. \\.~th 31.871 acre-feet being stored in Pueblo Reservoir. Storage <br />capacih' in Pueblo Reser\oir \\as not an issue Tor this year's \Vinter \Nate~ Storage Program. The main issues <br />were not onh. the lac~ or stream fiov\: due ~o 2. 10\\ snO\vrail from three consecutive seasons, but the mild winter <br />encouraged non-par~icipating ditches senior to t:'e Winter \-Vater Storage Program to irrigate. The 2002-2003 <br />\Vinter water \ie!d \\,1S 2.pproxi:natelv 60.000 acre-feet less than the prior ;:>rogra'll and about 80,000 acre-feet less <br />than the a\e:age s~orage for the pre\ ious five vears. As the drought continues. everv drop of \Vinter water will be <br />needed Tor 2003. <br /> <br />Water Bank Pilot Program Ready to Roll <br />In 2001. House Bill 1334 \\as signed l'ltO ~a\\ creating the Arkansas River Water Bank Pilot Program. During 2002, <br />the \ \'ater Ba.n!..: started to ta~e for'll as the State Engineer worked through the rule making process. <br /> <br />The State Engineer's office held 2. series or meetings throughout the region to gain input and listen to concerns <br />regarding the \ \'ater Bank. Drah rules were then published and public comment vvas requested. After much <br />discussion, the rules \\ere t1en finalized and published in Julv 2002. <br /> <br />In .-\UgL;st a \\'ater Bar.~ oe\e!opf'1ent team was formed consisting of members from the Division 2 Engineer's <br />ofrice 2:ld District stair. O\er the next iOL:r months they dewloped the system and web site that will guide <br />operation of the \\ater Sank. The \\eb site \vas p<esented to the Board at the j\;ovember Board meeting and <br />apprO\al \\as gi\en to ha\e the District stafi operate the Water Bank for one year.
