Imperial cites Interior staff e-mails they say show that staffers were <br />plotting with Metropolitan officials last fall to go after the farmers' water. The e-mails came to <br />light during the lawsuit the irrigation district filed against Norton. One suggests that MWD and <br />Interior officials discussed "how to bullet proof' a case against Imperial. <br />MWD and the federal government deny there's a conspiracy. "I think they are giving us a whole <br />lot more credit than we deserve," said Ortega. <br />Federal officials, in a court filing, said there was nothing wrong with meeting with MWD to <br />discuss Imperial's water use. It also denied it has made up its mind about hnperial's water. <br />The irrigation district can appeal the bureau's decision to Secretary Norton. If she rules against <br />the district, it can sue again. <br />
