Water Conservation Planning Program <br />1. Water Supply Assessment Follow-Up <br />Beneficiary/Grantee/Contractor: CWCB, Various <br />Amount of Request: $100,000 Ranking: Medium <br />Product Produced: This project would continue to follow-up activities to the Drought & Water <br />Supply Assessment (DWSA) completed in 2004 and 2007. It would also support the Governor's <br />Climate Action Plan calling for ongoing statewide drought assessments to be performed to determine <br />the state of drought preparedness by water providers and local governments. The findings and <br />recommendations of the DWSA's concluded that an effective assessment of the impacts of drought <br />on Colorado water users and the evaluation of the needs of Colorado water users is best performed <br />through periodic surveys of those Colorado water users that participated in the original project. The <br />follow-up activities would include: <br />The development and administration of an assessment tool; <br />The collection and evaluation of survey data; and <br />The preparation and distribution of the reports in auser-friendly format. <br />Water Planning Relationship: The assessment will be performed relative to: water supply, drought <br />and water conservation planning; drought mitigation, and the Statewide Water Supply Initiative <br />(SWSI). In keeping with CWCB's position on SWSI, this project would also provide an opportunity <br />to implement portions of SWSI relative to gathering data and tracking those water entities that have <br />integrated water conservation in whole or in part to achieve their 2030 water supply goals. <br />Recommendation: Staff gives a medium recommendation to the funding of this project because <br />of its impact on water conservation and drought planning as well as its contribution to attaining the <br />goals of SWSI and the Water for the 21St Century Act. <br />2. Statewide Water Conservation Initiative Project <br />Beneficiary/Grantee/Contractor: CWCB, Various <br />Amount of Request: $100,000 Ranking: High <br />Product Produced: Activities related to this initiative and to be funded may include: <br />Development of water conservation planning technical tools for municipal, commercial, <br />industrial, and institutional water sectors. <br />~ Development of a comprehensive Water Conservation Economics Model to help water <br />providers predict the operational & financial impact of water conservation measures. <br />• Development and update of a Statewide Water Conservation database to monitor and <br />integrate water conservation activities and projected water savings by water providers in the <br />State's ongoing water resource planning activities. This database would be compatible with <br />the Colorado Decision Support System (CDSS). <br />~ Coordinate the water conservation technical platform for the House Bill OS-1177 Roundtable <br />Process and the ongoing SWSI process. <br />• Coordinate statewide water conservation workshops and an annual summit focusing on the <br />science and technical aspects of water conservation. <br />12 <br />
