<br />gered species: the Yunu clapper rail,
<br />the dese:n pupflsh, the brown pelican
<br />and the desen willow flycatcher. In
<br />contrast, a Section 10 permit would
<br />require the district to identify plans to
<br />mitigate up to 94 species over the 75.

<br />and twO other groups flIed a lawsuit in
<br />September seeking to halt the tranSfer
<br />until the Bureau of Reclamation

<br />Club, the Center for Biological
<br />Diversity and the Cabawn Band of
