US Department of the Interior <br /> <br />The California Plan. which was Implemented by Secretary Babbitt In <br />January, 2001 after consultation with the seven Colorado River Basin <br />States. provides California with a choice. If Callfomia water entitles <br />execute the Quantification Settlement Agreement by December 31, 200~, <br />Califotr'lia wilr have access to approximately 800,000 acre feet of water <br />under the Interim Surplus Guidelines, If California does not execute the <br />QSA by December 31S;\ access to the surplus will be sU:$pel1ded until <br />California entities either execute the QSA or take such other actions as <br />are required by the Secretary of the Interior. <br /> <br />It appears that the Imperial Irrigation District has decided to not execute the aSA. <br />The Department recognizes and respects the ability of the Imperial Irrigation <br />District to choose whether or not to execute the Quantification Settlement <br />Agreement. Unfortunately for California. unless 110 changes its position, this <br />decision will have very serious coneequences for all of California. <br /> <br />The Department will now turn Its focus to the formal suspension of the Guidelines <br />on J~nuary 1, 2003. The Department will continue to work with California and <br />the other Basin statos to ensure that California Is able to keep the commitment it <br />made In 1931 to the Department and the other Colorado River Basin States that <br />it would limit its usa of water from the Colorado River to 4.4 mlllton acre feet. <br /> <br />~ <br /> <br />r <br /> <br />t <br />
