Loveland Lake and Ditch Company <br />March 11, 2D08 <br />Page 3 of 5 <br />Project Description <br />Agenda Item 18a <br />The purpose of this project is to enhance the means for the Company to continue providing irrigation <br />water to shareholders by increasing the inlet capacity to take advantage of storage opportunities as <br />the Reservoir comes into priority. Five alternatives were considered: <br />1. The no-action alternative. <br />2. Reinstate the ravine as the inlet for the Reservoir <br />3. Abandon the old easement in favor of a new easement that follows the path of the ravine, <br />which is a shorter path to the Reservoir by nearly half the distance. <br />4. Replace the existing pipe with a larger pipe <br />5. Install a pipe parallel to the existing pipe <br />Alternative No. 1 No action was considered unacceptable since the Company could not reasonably <br />be expected to store the amount of water needed to deliver water to its shareholders, given the <br />restrictive rate of the existing inlet and the relatively short window in which the Reservoir is <br />typically in priority during the year. <br />Altef°native No. 2- Reinstating the ravine as the inlet was ruled out because of the potential for <br />continued and exorbitant expenses related to cleaning up the trash that have accumulated in the <br />ravine over decades of unrestricted and unsanctioned dumping into the ravine. <br />Alternative No. 3 Following a shorter path with an easement through the ravine was ruled out due <br />to the resistance of the property owner to allow the location of the right of way to be moved. <br />Alternative No. 4- Replacing the existing inlet pipe was ruled out due to the expense of removing the <br />existing structures on top of the expense of installing a new line. <br />Alternative No. 5 Installing a new pipe parallel to the existing line was selected since it was the <br />least expensive option to achieve the goal of increasing inlet capacity and was acceptable to the <br />Company. <br />The selected alternative, Alternative No. 5, involves installation of a larger, 30 inch pipe parallel to <br />the existing pipe along with the supporting gate structure and flume. The new 30 inch pipe will be <br />able to deliver 50 cfs. The existing pipe will be left in place so that both may be operated <br />concurrently if the opportunity arises. In addition to the 30 inch pipe, a new headgate off the Handy <br />Ditch to open into the new line, and a new flume capable of measuring up to 50 cfs will be installed. <br />Additionally, repair work will be done on the outfall structure where erosion has caused damage. <br />Loonan & Associates, Inc. has prepared engineering designs and cost estimates for the project. <br />Construction began in February 2008. If construction is completed as scheduled, the new pipe line <br />should be operational by May 2008. <br />Project Cost Estimate <br />Engineering $15,000 <br />Pipeline Construction $115,000 <br />Outlet Repairs $5,000 <br />Total $135,000 <br />
