Eligible project expenses may include: <br />a. Feasibility Study costs <br />b. Engineering costs including surveying, preliminary <br />design, geo-technical analysis of foundation conditions <br />and final design report: <br />c. Land acquisition costs including appraisals and legal <br />fees <br />d. Project construction costs <br />e. Water right engineering and legal fees and court costs <br />f. Operation and maintenance costs <br />PURPOSE: To establish an application and approval process for non- <br />reimbursable investments and loans from the z7-~t~f7~tY CWCB <br />Water Project Loan Prog am for funding WMPP and special dam <br />rehabilitation projects, including enlargements and dredging <br />projects. <br />APPLICABILITY: This policy and procedure apply to investment and loan <br />applications for WMPP and special dam rehabilitation projects, <br />including enlargements and dredging projects. <br />~J <br />PROCEDURE: Prior to the November Board meeting, the CWCB staff will <br />prepare for the Board's consideration a summar~of the technical <br />and financial characteristics of each proposed project as well as a <br />description of the sponsoring entity for each WMPP application <br />from the CWCB Water Project Loan Program. Each application <br />will be reviewed for conformity with the goals and objectives of <br />the CWCB Strate is Plan. <br />Projects will be recommended to the Board for consideration based <br />on the following project benefits: <br />® Projects that assist in the administration of contact-entitled <br />waters, or address problems relatingi to compact-entitled <br />waters, <br />® Projects that assist in the acquisition of instream flow water <br />rig_ht~ <br />® Projects that 'assist in the recovery of threatened and <br />endangered wildlife species or the conservation of existing <br />wildlife species within riparian ecosystems, <br />o Projects that promote a combination of structural and non- <br />structural components that meet water demands while <br />minimizing environmental social and economic impacts. <br />o Water and floodplain management projects affecting <br />~~riculture recreation or other industries that economically <br />impact siQ;nificant areas of the state. <br />
