;x; <br />We have utilized Policy #14 as a new model for Policy #18. Policy #14 (attached) <br />involves approval and prioritization of grants from the Construction Fund. It includes some of <br />the criteria titles that many of the water users have suggested be included in 1;he more detailed <br />policy. Those suggested titles include the type of projects, type of borrowers, type of benefits, <br />water efficiency criteria, water use criteria, loan fund availability and others. <br />We've attached a new "draft" version of Policy #18 that we consider an outline at this <br />point and a long term work in progress. The revisions are underlined and deletions stricken <br />thru. We have highlighted in bold the provisions relative to the sale of water rights that has been <br />a topic on everyone's list of questions and should be discussed in detail by the Board. We have <br />also filled in each title section with some bullets as place holders for now. Please take time and <br />give some thought to this issue. We only have 30 minutes scheduled in March for this item <br />including a brief presentation, Board discussion and public input. <br />• <br /> <br />2 <br />
