to support the collaborative process that is occurring in the Yampa River basin. I <br />understand that the Forest Service has previously delayed acting on a management plan <br />in the Platte River basin, which resulted in the South Platte Protection Plan, and that Plan <br />is a model of collaboration and cooperation that protects the natural resources within that <br />watershed. <br />I am formally requesting that you postpone your process so that the State, environmental, <br />and local representatives can fully explore alternatives to resource protection. This <br />collaborative effort promotes BLM's mandate to work collaboratively with the public and <br />with state and local entities in developing alternatives for resource protection. As you <br />know, the Memorandum of Understanding that BLM and the State of Colorado currently <br />use to appropriate instream flows pursuant to state water law has been used successfully <br />to achieve instream flow protections. I believe that a similar collaborative effort for <br />addressing Wild and Scenic issues would be beneficial to all as well. I hope you will <br />consider this as an appropriate way to proceed in order to further your goal to respond to <br />both national and community needs.
