Ken Salazar, D-Colo., introduced legislation that would look at how water produced <br />during gas drilling could be treated as a way of increasing the general water supply. <br />FLOODPLAIN MAP MODERNIZATION UPDATE - At the end of February, a National Flood <br />Risk Management: Levee Safety Summit was held in St. Louis Missouri. This was hosted by Association <br />of State Floodplain Managers (ASFPM) and the National Association of Flood and Stormwater <br />Management Agencies (NAFSMA). The objectives of this meeting were to solicit broad feedback from <br />and provide updates to local, state, regional, and federal officials and the private sector on vital national <br />flood risk management policies currently under consideration at the Federal level, particularly by the U. S. <br />Army Corps of Engineers and the Federal Emergency Management Agency. Key issues that were <br />addressed include levee certification/decertification, levee operations and maintenance, vegetation <br />management, flood insurance and mapping issues, and residual flood risk in levee-protected areas. <br />Scoping of FEMA FY08 projects: Scoping meetings were held in Otero, Rio Grande, Elbert, <br />Gunnison, Montrose, and Morgan Counties for the possible Colorado FY08 countywide DFIRM <br />projects. Over the next few months, work will continue in the development of a project outline <br />through a Mapping Activity Statement for FEMA for each county listed above. It is unknown as <br />to how much funding FEMA Region VIII will receive this year and how much will be received <br />by Colorado. <br />FY07 Counties: Basemap work has begun on the Countywide DFIItl~I projects for Park, Delta, <br />Summit and El Paso Counties. <br />FY 06 Counties: Weld County and LaPlata County detailed study work continues to progress. <br />The Teller and Archuleta County Zone A floodplains have been completed. Teller Archuleta, <br />Weld, and La Plata Counties will be going preliminary in 2008. Finalization of the Fremont <br />County and Clear Creek County detailed studies continue to begin integration into the DFI1~I as <br />a Physical Map Revisions (PMR). It was found with Clear Creek County that a Master Drainage <br />plan 100-year flows significantly exceed that of the effective FEMA flows and that Idaho Springs <br />may not be mapped showing accurate risk. The FEMA and their consultant met with Idaho <br />Springs and Clear Creek County to discuss this. FEMA is looking into a possible study to update <br />the floodplain through Idaho Springs. The Pueblo County Arkansas River Levee floodplain study <br />has begun, but is waiting on the City of Pueblo detailed studies to be completed. From the <br />Arkansas River analysis it can be determined which sections of the Arkansas River levee need to <br />be recertified. <br />FY OS Counties: All detailed studies for Mesa County have been completed, reviewed and <br />accepted by FEMA. The Fremont and Clear Creek studies need some additional survey for the <br />last study to be completed. The Garfield Counties are completed and the Countywide project is <br />delayed due to a USGS study that has been reviewed by Michael Baker Jr., Inc. (FEMA's NSP) <br />and we are waiting for comment resolution. The Montezuma County DFIRIVI Letter of Final <br />Determination will be published shortly. <br />FY 04/03 Counties: All of the Boulder County levees have been identified; FEMA and the State <br />have met with the City of Boulder and the County to determine the interest in a PAL <br />~12~ <br />
