<br /> <br />ASSING THE TORCH <br /> <br /> <br />Charles Shreves <br /> <br />..'. <br />~.tI.~1 <br />. <br />. i--..# <br />ff <br /> <br />Henry Legaspi <br /> <br />12 <br /> <br />Two top e~ecutives of the liD relinquished their posts during ]994 and passed the torch <br />of leadership to their successors. <br />Charles Shreves' ten-year tenure as General Manager of the liD was highlighted by the <br />historic agreement on water conservation with the Metropolitan Water District. The <br />agreement called for the implementation of water conservation projects and programs <br />to conserve 100,000 acre-feet of waler annually. Funds totaling $233 million are being <br />provided by the MWD, which has the righllo use the conserved water. <br />The agreement has been hailed as a "landmark" in inter-district waler agreements, tra. <br />ditionally a thorny area of dispute in California. The stale is beset alternately by flood <br />and drought and much of Southern California's coastal urban population is dependent <br />for water from the overburdened Colorado River. <br />Shreves served as general manager since 1984. A graduate of both the Army and <br />Naval War Colleges and a registered engineer. he served for 30 years with the U.S. <br />Army Corps of Engineers before joining the 110. <br />Aware of the increasing demand for electric power in the area, Mr. Shreves directed the <br />completion of two hydro-electric power plants on the AlI,American Canal. Also, the <br />acquisition of the Yucca Generating Station in Arizona and a part ownership share of a <br />New Mexico power station. <br />During his tenure, new power operations centers were constructed in both Coachel1a <br />and EI Centro, and the District became the first California utility in the many years to <br />construct new fossil fuel generating capacity when the repowering of Unit 2 of the EI <br />Centro Generating Station was implemented. <br />Expertise in water supply and management enabled Mr. Shreves to serve the District <br />ably as representative on the National Water Resource Association. the Association of <br />California Water Agencies, the Colorado River Board of California and other agencies. <br />During a turbulent decade for water agencies, Mr. Shreves provided leadership in: <br />. Legaspi noted <br />that as a youngster he had played around the boiling mud pols of the Niland area - <br />now covered by the Salton Sea - and lived to see the underground power which caused <br />them harnessed to produce electricity. <br />
