Application Summary
This is to make absolute certain portions of the City of Golden RICD water right, and to prove
reasonable diligence on the remaining portions of the conditional RICD water right. It appears
that the applicant has merely claimed to make absolute the highest recorded flow for each time
period, up to the decreed amount, for both daytime and nighttime time periods. The applicant
must demonstrate, and be held to strict proof, that the RICD water rights were put to beneficial
use by boaters at the flows claimed. A copy of the application is attached.

Potential for Injury
The Applicant must be held to strict proof. These water rights must promote maximum utilization
and not impair the ability of Colorado to fully use its compact entitlements.

Other objectors include the City of Westminster and the City of Northglenn.
