Application Summary
This is an application for appro~~al of an umbrella plan for augmentation and appropriati~~e rights of
exchange near Rifle. The Applicant seeks to augment depletions from ~~arious existing or future
wells and surface di`~ersions within Applicant's Elk Creek, Lower Rifle Creek and Upper Rifle
Creek Ser~~ice Areas. The Applicant's sources of augmentation include Ruedi, Green Mountain,
and Wolford Reservoirs. The Applicant also seeks se~~eral conditional appropriati~~e rights of
exchange between the Colorado River and the points of diversions within the Applicant's Elk
Creek, Lower Rifle Creek and Upper Rifle Creek Service Areas.

The Applicant's proposed plan for augmentation including exchange may injure the Board's
instream flow water rights on Elk Creek, East Rifle Creek, and Rifle Creeks by not replacing
depletions in time, amount and location.

The Town of New Castle, the City of Riflc, Colorado, Village Homes of Colorado, CTS
Investments, LLC, the Colorado Department of Corrections, Richard and Mary Jolley Family,
LLLC, Ware and Hinds Ditch Association, also filed Statements of Opposition to this application.
