Action: A motion was made by Harold Miskel and seconded by Carl Trick to approve Staff
recommendation that the Board approve up to $45,000 from the from the Arkansas Basin
Account to complete the Upper Big Sandy Water Balance contingent on resolution of the
item in the issues/additional needs section of the Board memo. All products, data and
information developed as a result of this grant must be provided to CWCB in hard copy
and electronic format as part of the project documentation. This information will in turn
be made widely available to Basin Roundtables and the general public and will help
promote the development of a common technical platform. Harris Sherman was not
present for the motion. The motion was approved unanimously (9-0).

Applications -Southeastern Colorado Water Conservancy District -Arkansas Basin Roundtable
Water Transfers Committee: Model Transfers Agricultural to Urban in the Arkansas Basin

Action: A motion was made by Harold Miskel and seconded by Don Schwindt to approve Staff
recommendation that the Board approve up to $23,860 to complete the "Model transfer
agricultural to urban in the Arkansas Basin" contingent on resolution of the items in the
discussion and issues/additional needs section of the memo. All products, data and
information developed as a result of this grant must be provided to CWCB in hard copy
and electronic format as part of the project documentation. This information will in turn
be made widely available to Basin Roundtables and the general public and will help
promote the development of a common technical platform. Harris Sherman was not

Action: A motion was made by Barbara Biggs and seconded by Harold Miskel to approve Staff
recommendation that the Board approve up to $48,800 to assist with the costs associated
with purchasing data loggers and telemetry equipment. This recommendation is
contingent on resolution of the items in the issues/additional needs section of the memo.
All products, data and information developed as a result of this grant must be provided to
CWCB in hard copy and electronic format as part of the project documentation. This
information will in turn be made widely available to Basin Roundtables and the general
public and will help promote the development of a common technical platform. Eric
Wilkinson recused himself from the discussion and the Board action, and Harris
Sherman was not present for this motion. The motion was approved (8-0).

Applications -City of Steamboat Springs and Routt County -Common Data Repository and
Water Resources Assessment for the Upper Yampa River Basin

Action: A motion was made by Geoff Blakeslee and seconded by Eric Wilkinson to approve Staff
recommendation that the Board approve up to $106,600 to assist with the costs associated
with developing the Common Data Repository and Water Resource Assessment for the
Upper Yampa River Basin. This recommendation is contingent on resolution of the items
in the issues/additional needs section as well as the applicant's intent to pursue 319
funding. The applicant MUST describe how this tool directly ties the meeting of their
non-consumptive and/ar- consumptive water supply needs. All products, data and
information developed as a result of this grant must be provided to CWCB in hard copy
and electronic format as part of the project documentation. This information will in turn
be made widely available to Basin Roundtables and the general public and will help
