<br />various members of the lID board as well as additional concerns raised by Interior about the <br />revised QSA. <br /> <br />On Monday, December 23, Coachella's board approved execution of the thirteen legal <br />agreements including the QSA to implement the La Quinta term sheet and authorized the <br />General Manager or Interim General Manager to sign them. . That evening, the negotiators from <br />the four agencies met to hear the outlines of a proposed second revision to the QSA to address <br />the concerns ofIID. <br /> <br />Negotiators met again in Rancho Cucamonga on Thursday December 26, 2002, to further <br />develop the proposal. On Friday, December 27, Saturday, December 28, and Sunday, December <br />29, the negotiators held numerous conference calls to work on drafts of the Environmental Cost <br />Sharing Agreement and Secretarial Implementation Agreement. The four agencies and the <br />Interior Department reached agreement on the text of the proposed Secretarial Implementation <br />Agreement, although the Department has now advised that with the filing ofIID's lawsuit we <br />should not assume that the Department will execute the agreement. <br /> <br />In the hope that the negotiations and revised legal documents would be completed by the end <br />of the weekend, CVWD had scheduled a board meeting for 8 a.m. Monday, December 30. <br />Because no documents were available, the board met and adjourned the meeting to 1 p.m. the <br />next day in case board action was required to approve the revised agreements. <br /> <br />The negotiators from Metropolitan, Coachella and San Diego met later Monday at MWD's <br />Los Angeles headquarters to work on further details of the proposed changes and the legal <br />documents with Imperial's negotiators participating by phone. Imperial's negotiators stopped <br />participating about 5 p.m. and were not available for the rest of the year. Assistant Secretary <br />Bennet Raley, Regional Director Robert Johnson and Field Solicitor Katherine Verburg were <br />also present in the building that day. Our agenda was to work first on the Environmental Cost <br />Sharing Agreement, which would incorporate the changes in the deal being proposed by <br />Imperial, then the various acquisition agreements and Allocation Agreement and finally to <br />conform the QSA to revisions made in the other documents. We never completed the first task. <br />Metropolitan and Coachella were unable to agree with the details of Imperial's proposals as I <br />will explain later. <br /> <br />4 <br />
