SENT BY: I ID

5-15- 3 1 : 57PM

lID CHIEF COUNSEL~

619 233 1185;# 8/10

Board Motion on QSA
May 12, 2003

Direction to MWD Staff to report back to this Board on possible modifications to
the currently proposed QSA that meets these goals:

1. No diversion of Chapter 8 from Proposition 50 to the QSA.

2. Continue to work with the State of California and the involved water
agencies in support of quantification as a baseline for future agricultural
conservation and transfers, including a transfer of Colorado River water to
SDCWA and the other proposed water transfers.

3. Seek to reinstate the Interim Surplus Guidelines, but be prepared to
manage MWD deliveries to reduce Arizona shortages and MWD payback
amounts.

4. Consider Salton Sea restoration possibilities for production of new water
supply with no liability for Metropolitan other than payment for water
delivered tothe CRA, or other acceptable location.

5. No off-ramps.

6. Pursue a permanent quantification.
