<br />e <br /> <br />e <br /> <br />contain all of the terms and provisions of a new Quantification Agreement among the three districts. The <br />California Department of Water Resources and the U.S. Department of the Interior helped facilitate the <br />development of the Key Terms, which constitute a major advance in California's Colorado River water use <br />plan. The SDCW A also participated in the process. The parties recognize that the Key Terms themselves <br />are not an enforceable contractual agreement, but anticipate that the complete legal documents will be <br />available by April 1, 2000. <br /> <br />Consensual Settlement. The Key Terms were derived from a consensus-based process that used a <br />regional approach to long-standing water supply and management issues. The Quantification Settlement, <br />which has a term of up to 75 years, is founded on interagency cooperation. The Key Terms will help <br />California reduce its reliance on Colorado River water above its basic apportionment. The Key Terms also <br />contain Accommodation and Settlement provisions between the three districts to resolve differences, foster <br />greater interagency cooperation, and specifically address other transfers and acquisitions of water, water <br />use challenges, and settlement breaches. <br /> <br />Improved Water Supply Reliability and Resource Management. The Key Terms' regional approach <br />removes the uncertainties over the districts' water supplies and <br />· increases efficiencies in water use and conveyance in Imperial Valley, <br />· provides a basis for water transfers to portions of Imperial County with inadequate supplies, <br />· improves Coachella Valley water supply reliability and groundwater management, <br />. increases MWD's and SDCWA's water supply reliabilities, <br />· provides for conjunctive use programs, off-stream storage, dry-year transfers, and use of surplus water <br />when available, and <br />. lines portions of the All-American and Coachella Canals. <br /> <br />Water Budgets. The further quantification of rights and uses of Colorado River water are defined in water <br />budgets for CVWD, IID, and MWD. The PVID and the Yuma Project-Reservation Division (Priorities 1 <br />and 2 of the 1931 Seven Party Agreement) would continue essentially unchanged, except for consumptive <br />use decree accounting purposes. <br /> <br />This further quantification of water rights and uses centers on core water conservation projects and <br />exchanges. These collectively provide for a shift of over 400,000 acre-feet per year from agriculture to <br />principally urban use.
