<br />, <br /> <br />IMPERIAL IRRIGATION DISTRICT <br /> <br />RESOLUTION NO. 4-95 <br /> <br />lID 2000: Defining the Imperial Irrigation District's <br />Role in Western Water Policy <br /> <br />WHEREAS, water is the vital natural resource of the Imperial <br />Valley and the very foundation for all present and future economic <br />development; and <br /> <br />WHEREAS, the Board of Directors of the Imperial Irrigation <br />District (lID) recognizes that water is a valuable and scarce <br />resource which should be put to reasonable and beneficial uses; and <br /> <br />WHEREAS, the Imperial Valley lacks the groundwater supply <br />enjoyed by many other agricultural districts and communities <br />throughout the West; and <br /> <br />WHEREAS, Imperial Valley's future agricultural, municipal and <br />industrial demand for water is expected to grow significantly <br />because: <br /> <br />· Agriculture has been, and will continue to be, central to <br />the way of life and economic vitality of the Imperial <br />Valley; <br /> <br />. <br /> <br />Non-agricultural economic <br />significant component for <br />Imperial Valley; <br /> <br />activity is a growing and <br />the future economic base of <br /> <br />· Imperial County's population growth has been among the <br />fastest in California and shows no signs of slowing; <br /> <br />· Economic developments ln Mexico, accelerated by the <br />implementation of the North American Free Trade <br />Agreement, will continue to stimulate and diversify the <br />Imperial Valley economy and will fuel future growth in <br />agricultural and non-agricultural sectors; <br /> <br />· Local recreational needs for water continue to grow ln <br />the face of resident demand; and <br /> <br />WHEREAS, substantial capital investment ln, and economic <br />development of, the Imperial Valley has been made in reliance upon <br />the security of the Law of the River and reliability of lID's <br />Colorado River water rights; and <br /> <br />WHEREAS, lID, as trustee, has a fiduciary obligation to <br />protect and promote the landowners' equitable and beneficial <br />interest in the District's water supply and to provide reliable <br />water service at reasonable water rates to users; and <br />
