Clearly, there is no more <br />important resource to nurture and safe- <br /> <br />guard. Just as obvious, we must make every <br /> <br />effort to use wisely each gallon that flows <br /> <br />from the Colorado River. <br /> <br />Now we are engaged in a process <br />that can ensure efficient use of <br /> <br />our water and also provide mil- <br />lions of dollars in economic bene- <br /> <br />fit to the entire region. We are <br />negotiating with the San Diego <br />County Water Authority on a <br />proposed Water Conservation and <br />Transfer Agreement. If signed, this historic <br />document will not only protect our water <br />rights and our farmland but will also result <br />in new water revenues for the Valley that <br />can almost double the amount now <br /> <br />received by the Imperial Irrigation District. <br />But no agreement as significant as this <br /> <br />can be completed without long and <br /> <br />significant community input and informa- <br />tion. That's why I am inviting you to study <br />the issue, ask questions and help us to <br />develop a pact that offers the best possi- <br />ble benefits to the Imperial Valley. <br />As you may know, the Water <br />Conservation and Transfer proposal has <br />~C:~?J,~.""",. become a topic of much discussion in <br />/..f~~, <br />0P~':.I1('>? h ' Th' 'd 'II <br />":'~:J : t e community.
