Clearly, there is no more important resource to nurture and safe- guard. Just as obvious, we must make every effort to use wisely each gallon that flows from the Colorado River. Now we are engaged in a process that can ensure efficient use of our water and also provide mil- lions of dollars in economic bene- fit to the entire region. We are negotiating with the San Diego County Water Authority on a proposed Water Conservation and Transfer Agreement. If signed, this historic document will not only protect our water rights and our farmland but will also result in new water revenues for the Valley that can almost double the amount now received by the Imperial Irrigation District. But no agreement as significant as this can be completed without long and significant community input and informa- tion. That's why I am inviting you to study the issue, ask questions and help us to develop a pact that offers the best possi- ble benefits to the Imperial Valley.
