There may be the potential to tier some of the projects to the <br />Programmatic EIR of 1986. Projects such as Reclamation and Reuse of Alamo and New River <br />water for irrigation, however, will probably require development of an Environmental Assessment <br />and EIR because of the jurisdictional involvement of the U.S. Army Corps of Engineers in any <br />activities occurring in the rivers. Since additional water conservation methods may be developed in <br />the future, it may be wise to develop a programmatic or master EIR that future projects can be <br />tiered to and would require revision every 5 years. <br /> <br />No additional water conservation programs have been planned beyond existing agreements. The <br />exact elements that might make up any future program are subject to negotiation.
