<br />2 <br /> <br />Monthly summary compilations of actual water use to date by the users of <br />significant amounts of water and forecasts of end of year total use are being <br />sent to water contractors and other interested persons having requested these <br />compilations. It is our hope that monthly use information will provide an <br />opportunity for each water user to monitor water use and keep such use within <br />their contractual entitlement. <br /> <br />The enclosed compilation of records utilized the standard methodology for <br />consumptive use determinations. We are in the process of testing the <br />methodology for calculating agricultural consumptive use titled the Lower <br />Colorado River Accounting System (LCRAS) to be used in the Article V Decree <br />Accounting Report. This methodo'logy combines a water budget with direct <br />calculation of plant evapotransp'iration to directly calculate agricultural <br />consumptive use. Reclamation is engaged in a consultation process to allow <br />interested users the opportunity to gain an understanding of how LCRAS works. <br />examine the numbers used, discuss concerns. and provide input to improve the <br />accuracy of the LCRAS process.
