<br />No person or entity is entitled to divert or use Colorado River water without an entitlement. <br />An entitlement is an authorization to beneficially use Colorado River water pursuant to: (1) <br />a right decreed by the Supreme Court, (2) a contract with the United States through the <br />Secretary of the Interior (Secretary), or (3) a Secretarial reservation of water. The <br />diversions, return flows, or consumptive uses tabulated in this report should not be <br />interpreted as an entitlement or indication that the use is authorized. <br /> <br />9 <br />
